Panama City, FL – July 30, 2025 – TOC Panama City is proud to announce the continued growth of its orthopedic, spine and neurosurgical services with the addition of Dr. Carl Youssef, a fellowship- trained neurosurgeon specializing in minimally invasive, robotic, and complex spine surgery.
Dr. Youssef joins TOC with extensive training and experience treating a full range of spinal conditions, including scoliosis, spinal trauma, tumors, and degenerative disc disease. He emphasizes minimally invasive techniques that offer patients faster recovery, less pain, and improved outcomes. Originally from Tallahassee, Dr. Youssef completed his medical education and surgical training at respected institutions in Florida, Texas, and Tennessee under the mentorship of world-renowned spine experts.

With the addition of Dr. Youssef, TOC Panama City now features 14 providers offering comprehensive orthopedic and musculoskeletal care.
